The chain, and why every link matters
A 4K picture needs a source broadcast in 4K, a device that can decode it, enough bandwidth to carry it, a cable able to pass it and a screen able to show it. There is no partial credit. The weakest link decides what you see.
This is why 4K disappoints people more often than any other picture feature. Everything in the chain reports success — the television says 4K, the player plays, the picture appears — while the actual resolution was capped somewhere in the middle without anybody being told.
Working through the five links in order is the only reliable way to know where you stand.
The source: most live television is not 4K
This is the link people skip, and it is the one that most often settles the question. The overwhelming majority of live channels worldwide are broadcast in HD, and a fair number are still standard definition. That is a decision made by the broadcaster, long before any provider is involved.
4K live output tends to be limited to specific events and specific channels rather than being a general property of a line-up. On-demand libraries carry proportionally more of it than live television does.

The device: decoding is the usual bottleneck
4K streams are almost always encoded with HEVC, also called H.265, because sending 4K with the older H.264 would need considerably more bandwidth.
That matters because HEVC decoding has to happen in dedicated hardware. A device without it either refuses the stream, falls back to a lower-resolution version, or tries to decode in software and stutters badly. Older streaming sticks and older televisions are the common failure point, and no setting fixes it.

The connection: bandwidth and, more importantly, stability
As a rough guide, around 25 Mbps is comfortable for 4K where roughly 15 Mbps is comfortable for HD. Those are working numbers rather than hard limits, and they are per stream — two 4K streams at once is a different conversation.
Stability matters more than the headline figure. A connection that averages 60 Mbps but dips sharply every few minutes will serve 4K worse than a steady 30 Mbps line, because a stream that cannot be sustained gets dropped to a lower quality and often stays there. The screen, the cable and the input
The television has to be genuinely 4K, which most sold in the last several years are. The less obvious requirements sit around it.
The HDMI cable and the input both have to carry the signal. Many televisions ship with only some HDMI ports supporting the full bandwidth, and some require a per-port setting — often labelled something like enhanced format or HDMI UHD colour — to be switched on before the port will accept 4K at all. It is off by default on a surprising number of sets.
If you have a soundbar or receiver in the chain, it has to pass the signal through as well. An older one in the middle silently caps everything downstream of it.
4K is not the same thing as HDR
These two get merged in marketing and they are separate. 4K is resolution: the number of pixels. HDR is the range of brightness and colour those pixels can express.
In practice HDR is the more visible improvement on a decent screen, and it is possible to have either without the other. A 4K stream without HDR is common; HDR at HD resolution exists too.

How to check what you are actually getting
Do not trust the television’s own badge. Many sets display a 4K or UHD indicator based on the signal arriving over HDMI, which is the device’s output resolution rather than the resolution of the stream. A streaming stick set to output 4K will produce that badge while playing an HD channel upscaled.

A stream reporting 3840 by 2160 is genuinely 4K. One reporting 1920 by 1080 is HD, whatever the television says afterwards.
Where attention is usually better spent
If the picture is disappointing, resolution is rarely the first thing to fix. A steady HD stream at a healthy bitrate looks better than a 4K stream that keeps dropping, and compression artefacts are far more visible than the difference between HD and 4K at normal viewing distances.
